Tracking in developer mode!

Our script :ref:`scil_tracking_local_dev` uses a simpler python code than :ref:`scil_tracking_local`, which has accelerated section coded in cython. The goal is to keep everything easy to read, even for newcomer, and easy to modify when we want to test new stuff as developers.
